Mr. Jagdish Prasad Meena ,IAS (Retd) served as Secretary in Ministry of Food Processing Industries and Consumer Affairs, with extensive experience in policy formulation, project implementation, and administration across sectors including agriculture, human rights, and tribal welfare. He held key positions, led schemes like Mega Food Parks, Cold Chain, and promoted food sector development.

He also served as a Secretary General in Indian Beverage Association, New Delhi from 2020 to 2024. Prior to this, he was Senior Advisor to National Cooperatives Development Corporation, New Delhi from 2019 to 2021.

He has also attended various Domestic & Foreign Professional trainings, formulated new schemes under “KISAN SAMPADA YOJANA”, and represented the Government of India in various international conferences, workshops, Joint Commissions and delegations. He has undergone training in institutions like Columbia University, New York (USA), Cambridge University (U.K.), Cornel University (USA), Harvard University (USA), and Reading University (U.K.). He has held membership of various professional bodies/ associations.

Dr. B. B. Pattanaik brings over 45 years of experience in policy formulation and implementation across the food and agriculture sectors, with expertise in warehousing, logistics, and supply chain management. A Gold Medalist in M.Sc. (Agriculture) from Banaras Hindu University, he began his career with Central Warehousing Corporation (CWC) in 1979 and held positions including Regional Manager, Commercial Manager, Executive Director and Managing Director (2008–2014).

He served as Joint Commissioner (Storage & Research), Ministry of Consumer Affairs, Food & Public Distribution (1998–2002) and Chairman-cum-Managing Director, National Seeds Corporation (2004–2008). He subsequently served as Member and Chairman (In-Charge), Warehousing Development and Regulatory Authority (WDRA) (2016–2019).

Dr. Pattanaik has also served as a Director on the Boards of FCI, Central Railside Warehouse Company Ltd. and National Multi Commodity Exchange of India, besides serving as Independent External Monitor (CVC) and Independent External Person (MCXCCL). He has been associated with various Government expert committees and professional bodies, and is recognized for his expertise in warehouse receipt financing, risk management, logistics and supply chain management.

Mr. Vikas Goel is the Managing Director & Chief Executive Officer of NCDEX and has been nominated as NCDEX’s representative on the NERL Board w.e.f. September 3, 2026. He brings over 35 years of experience in banking and financial services.

Previously, he served as Managing Director & CEO of PNB Gilts Limited and Chairman of the Primary Dealers Association of India. He has held senior leadership positions with First Abu Dhabi Bank, National Bank of Abu Dhabi, Credit Agricole Corporate & Investment Bank, and American Express Bank Ltd. His expertise spans financial markets, treasury, fixed income, foreign exchange, derivatives, risk management, and capital markets. He has been associated with the development and growth of financial market businesses across India and international markets, leading large businesses and driving strategic initiatives across trading, sales, treasury and market infrastructure functions.

He holds an MBA in Finance and Marketing from The Ohio State University, USA, and a Bachelor’s degree in Commerce (Honours) from Shri Ram College of Commerce, University of Delhi.

Dr. Kalai Inkarsal is the Chief General Manager of Project Finance Department at the NABARD. He is a distinguished agriculture and rural development professional with three decades of extensive experience across project appraisal, infrastructure development, and climate finance.

Dr. Inkarsal holds a degree in Horticulture from Tamil Nadu Agricultural University and earned his PhD from the Indian Agricultural Research Institute (IARI). Over his illustrious career, he has held key leadership positions at NABARD Consultancy Services (NABCONS), serving as Vice President and Head of the Mumbai Zonal Office, as well as Head of the Programme Management Unit in Lucknow under the Uttar Pradesh National Resource Management (UPNRM) project.

A proven leader in executing large-scale initiatives, he has spearheaded major assignments in agri-infrastructure, food processing, and climate resilience, including the landmark geo-tagging project of over 1 lakh agricultural storage structures. Currently, Dr. Inkarsal contributes his strategic expertise as a Director on the boards of both NABFOUNDATION and NABCONS, and serves as a Member of the National Makhana Board.

Mr. Ankur Parwal is a seasoned banking professional with 22 years of experience in financial services. An MBA in Finance, he has further strengthened his professional expertise with qualifications including AIMR, CFA, and FRM.

He began his career with ICICI Bank in 2005 as a Relationship Manager and has progressed through various leadership roles. He currently serves as Product Head – Business Banking at ICICI Bank.

With extensive expertise in MSME Finance, Agri-Corporate Finance, Trade, and Forex. He has handled diverse responsibilities across the bank and developed a strong understanding of the financial needs of businesses. His experience and strategic perspective have contributed significantly to the growth and development of business banking solutions.

Mr. Saurabh Khanna holds an MBA degree from the Institute of Management Studies, DAVV, Indore. He brings with him 25 years of rich experience in Business Development, P&L Management and Team Management in the BFSI sector. He has worked with L&T Finance as a Business Head for Agriculture & Allied business where he was responsible for creating a roadmap for the growth of the responsible market, increasing share and leading growth. Before L & T finance, he was working with Samunnati Financial Intermediation & Services Pvt. Ltd as a Business Head. He was managing more than 2000 Agri. enterprises clients and 3000 FPOs in various stages of development.

His earlier experience includes Executive Director & Business Head-Retail, Standard Chartered Investments & Loan Ltd. and Director –Financial Inclusion (PSL) with Standard Chartered Bank: Head –FIG-West, ICICI Bank; Cluster Head & VP-Business Banking, HSBC.
